BBHCA Traffic Calming Initiative 2002-2003

BBHCA Letter to Dana Kauffman, Lee District Supervisor

Dear Mr. Kauffman:

The residents of the Brookland-Bush Hill community are now prepared to take action on the streets confirmed to have speeding problems.  The four streets in question are as follows:

Bush Hill Drive From Ninian Avenue to the new Gunnell development entrance.
Brookland Road From Franconia Road to Brookview
Westchester Street From Neville Ct to Waycross
Pratt Street From Brookview Rd to Pratt Ct.

Mr. William Parman of the Fairfax County Department of Transportation earlier this year conducted monitoring of these streets.  Brookland Road qualified for the county calming program based on volume; the others did not.  All of the streets had traffic moving at speeds greater than 55 MPH!  This is very troublesome to the community and to the residents living along these streets. 

The recommendations approved by the community in a public forum are as follows:

Bush Hill Drive
  1. Make the Ninian Ave and Bush Hill Dr. intersection a four-way stop.
  2. Install 25 MPH speed limit signs, for both directions, at the entrance to the Gunnell development.
  3. Make the Larno Dr. intersection a three-way stop.
  4. Arrange for periodic placement of the Fairfax County Police Speed Trailer along the street so residents can observe their speed as they traverse the roadway.
Brookland Road
  1. Make the intersection with Foldi St a four-way stop.
  2. Make the intersection with Ambler a three-way stop.
  3. Arrange for periodic placement of the Fairfax County Police Speed Trailer along the street so residents can observe their speed as they traverse the roadway.
Westchester Street
  1. Install 25 MPH speed limit signs for both directions, near the intersevtion with Neville Ct.
  2. Make the Waycross Dr intersection a three-way stop.
  3. Arrange for periodic placement of the Fairfax County Police Speed Trailer along the street so residents can observe their speed as they traverse the roadway.
Pratt Street
  1. Make the intersection with Foldi St a three-way stop.
  2. Arrange for periodic placement of the Fairfax County Police Speed Trailer along the street so residents can observe their speed as they traverse the roadway.

Your immediate action is requested on the above items.

In addition to the above, the community will consider having special community signs designed and fabricated.  These signs will have a statement similar to the following:

Brookland-Bush Hill

25 MPH

Cost may limit the number of such signs and vandalism may be a problem eventually; but we’d like to consider this additional option.  These signs, if agreement can be reached as to their suitability, will be in addition to the above requested actions.  They would be placed at strategic locations throughout the community and be used in conjunction with a continuing strong message, on the subject of speeding, in our community newsletter.

We would greatly appreciate your thoughts, considerations and recommendation relative to this latter option.  What are the procedures for installing signs such as this?  Can we request special signage through some county or government office?  Your earliest feedback would be appreciated.
